The Arcanes+Blink don't give you lategame carry stats, but they give you solo-killing ability and ganking power. Essentially you treat it as an investment into farming (through both kills and through being able to use your spells to rapidly clear creeps) and suppressing the enemy's development enough for you to stay ahead. In a competitive game, there aren't enough solo-kill opportunities for this to be a worthwhile investment overall, but in pub games, Tiny can easily get enough solo kills and successful ganks for Arcanes+Blink to comfortably make the carry transition, despite the lack of combat stats.
I forget the mode, but it was stack vs stack with "real" picks. Might have even been CM.
Problem was it delayed his carry potential when he didn't have to. Phase drums in the midgame makes you fast enough to secure kills, and we weren't lacking initiation or disables. We ended up being pressured for an extra 8-12 minutes because even with ags his attack speed was so painfully slow he couldn't fight anyone, or clear creep waves with just attacks. He still had to rely on his nukes even after ags.
So yes, it can work, but in regards to the game and how it was going, it wasn't the right choice. However I believe we still won in the end. I'll try to find the replay of it.
EDIT: found it. We were up against PL and had a Mag on the team. Granted Mag was terrible (landed like 1 or 2 good RPs) but you can see why we needed him just a bit earlier. Honestly if NS hadn't D/Cd we would have lost 100%

Just had an epic game of throws where my team dominated early game, then proceeded to lose every fight mid-game even though we had enigma+magnus (they made some questionable decisions). We managed to stall until 50~ minutes with only one rax down and that is when me (gyrocopter) and kunkka finished our divine rapier and wiped them. Highlight of the game was when kunkka with his 2x daedalus and 2x rapier crit for 2900 and oneshot the other teams luna and night stalker XD
I wish people would stop recommending orchids on him lol. Your right click is never going to be as strong as having enough mana/int to reliably keep up constant casting of your combo+ult and there are much better items for that like sheep/euls/atos. Not to mention its already built into his kit, there's a reason why people don't get more lifesteal on skeleton king or crit on jugg-you could be spending that gold (which is already going to be hard to come by if you're not snowballing because his wave clear is awful) on something that the hero doesn't already have.

its probably people who you reported previously, who are getting reported and muted on the new system and your report is still in the system so you get a notification
