These new ratings have to do with more than just win-rate, although they seem to be affected heavily by winrates as well, but not exclusively.

At least the part specifically about DBR was in the audio clip that the user posted. (The rough transcript in the DBR thread was a little misleading although with the poor audio quality it is understandable) Gabe doesn't mention matchmaking specifically in it, he does state that he thinks both Valve's and Dotabuff's are not the best implementations of ratings. The quote I just linked wasn't recorded that's why he posted it in the thread and said it wont be in until he can get the full recording. No, it's in the recording. Listen to it. The person who posted that he missed the ratings part was mistaken (At about 6:30 he definitely talks about DBR). The audio recording he posted from his dropbox, not the video. They may have meant that he said more before he turned the recording on, but it's in the recording he posted. Yes he said the part where he specifically talked about matchmaking i.e the exact quote I posted was 10 minutes before he turned it on.
He was WRONG. He started recording before the DBR discussion. I went and listened to the link to his drop box that he posted. Please, before spreading misinformation actually check the source.

? you mean where he asked how do i know what the west has done? because they don't do a damn thing different in tournaments, i mean you could say Na'vi is practicing carry earthshaker because of what dendi does outside of tournaments, but it doesn't make it true, until you use a strategy in tournament it doesn't matter.

Liquid use Visage a lot, Empire use Clinkz, just 2 examples I can think off the top of my head that have made it to competitive games. Obviously dunno what else they do in scrims.

Clinkz has been used for a long time by europe so empire using them isn't exactly special. ^black being known for it is proof of that. Visage being used correctly is nice to see i agree, but two heroes on two teams isn't an attempt to alter the meta, it's just picking 1 different hero. you can pick kotl undying or visage to help control a tri lane situation it doesn't change your strategy. just your choice.
Pinoy and to a less er extend chinese dota is known for using new things in tournaments pretty quickly, there is a reason that the meta stagnates when the west gets the ability to control it.
EDIT: and it has alot less to do with a lack of creativity, but more to do with the high living costs of being in the west, why risk trying something new when the money from placing becomes almost necessary.

Is it normal that I have both "Dota 2" and "Dota 2 Test" in my Steam? Was just wondering because both of them just dloaded a 2GB update... :/

dota 2 test is where they put patches prior to uploading to dota 2 live, just in case of gamebreak

Empire uses Bane, everyone(Esp nth) uses Gyro a lot in the West, Clinkz, while used by Black^ in the past hasn't seen play forever outside of Funn1k. Tiny is played quite a bit. TeamLiquid experiments a lot, some would even argue too much. EG experimented a lot before.
