Bear in mind that Radiance has an absolute shitty buildup, it is only good when you have complete freefarm. Due to the buildup you can fight even earlier while with a Radiance Weaver you will not be able to fight at all until you have the Radiance and even then you will die very easily.
That is what i said above though, it depends on the state of the game etc. And the extra damage from the buildup of tranquils+drums means NOTHING in laning for fighting. It might mean for trading or living through ganks though.

So Dota 2 is showing 249k peak right now... How did this happen? I could have sworn we just crossed the 200k mark like 3 weeks ago..

Holy shit indeed.
(I hated the format of that article, but whatever)

Everybody has like 11 keys so they slowly give it out and more and more players play.

Even if the % ms is not as good on you (it still is perhaps not for in-combat movement, but for map movement when you're not spamming Shukuchi to go places). It's also important for your team to have the % MS. You're forgetting that it's an aura, but the fact that you have max MS so often means its MORE important for your team to have a Janggo in order for them to keep up with your chasing/engagement ability.
I wouldn't get one every game on Weaver (Drums+Wand+Aquila+Urn/Medallion is too many slots on early game items--usually only get one of either the Drums or the Aquila), but its not a bad item on Weaver.
But yes as Kupon said, Urn is better than Medallion on Weaver unless there's another Urn carrier. Particularly with the smoothness of Weaver's disengage/re-engage (you can Urn yourself, Shukuchi out, then re-engage when the Urn has healed you up).

Weaver is pretty hard-pressed for slots early game. 2xBracer or Bracer+Wraith not really appropriate because of how early you're going to max out off the small items and have to sell something.

Urn relies heavily on a good early game/good fights though. It is better than medallion though IMO

Yep I do this a lot. Not just hard carries, but the semi ones as well. Sometimes switch to treads later if needed.

It's an aura that doesn't stack, would rather have a teammate get it. Every item is helpful, that doesn't mean there isn't an opportunity cost. You could make the same movespeed argument for getting jango on nightstalker, or slardar, or lycan, or qop or am.

If I'm running weaver as the farmer in easy lane I've been really liking going naked Perseverence. That alone almost gives you the mana regen to use shukuchi constantly, which means you don't have to waste money on boots at all. And while items like aquila and medalion are good/efficient items for early-game, they still don't scale well into lategame, cost gold that you could otherwise safe for a lategame item, and more importantly use up an item slot. Being able to spam shukuchi relatively early can accelerate your farm, and help you harass or push. From there you can make whatever you/your team needs. Can go for a damage item, such as making demon edge for mkb, or you can finish Linken's, etc.
G-League Season 2 has stopped appearing in my Tournaments list, so I can't watch the games anymore. Is this happening for anyone else? What can I do about it? edit: nvm it's back, weird.

It'd be decent on Lycan if he weren't so pressed for early item slots already from the Medallion+Vlad's core that presents your Roshan threat. It's not good on AM for a totally different reason which is that he simply doesn't want to teamfight at the point in time where you'd be buying Janggo.

G-League Season 2 has stopped appearing in my Tournaments list, so I can't watch the games anymore. Is this happening for anyone else? What can I do about it? The thing is, going for an item development that beelines for a safe lategame doesn't suit Weaver's skill kit. And Perseverance is overkill as far as mana usage for Shukuchi goes, because it's only 60 mana. Smaller regen items (e.g. Aquila, Urn, Bottle) suit his needs much better.
Weaver's strongest at several midgame timings (4 Shukuchi/4 Swarm, first major combat item, 10 sec BKB). He's not actually that strong of a lategame carry because his mode of combat is dependent on his Shukuchi/Geminate attack cooldowns--he's not a strong stand-and-fight DPS point because of his mediocre survivability stats. A farming item is not appropriate for a hero that needs to make use of his midgame teamfight strength.
The equivalent would be to get Battlefury-first on Slardar. Yes the mana regen is nice to be able to spam Crush on lanes. Yes you can farm fast for lategame. But it doesn't suit you to push for lategame on a semicarry that's dependent on midgame performance to be able to seize control of the game.

A couple ranks in Geminate are appropriate in some lanes (its a stronger laning skill than Swarm), which sometimes gives you something like a 2/4/2/1 split at level 9, but typically you do max Swarm 2nd.

Well swarm isn't really a skill you want to use often since it gives your opponents gold. I've always just gotten a single point in it for the vision it gives. What do you gain from maxing it early?
