Max all 3 skills by Level 12 is usually what I do. Either stun + lightning, or stun + edict, depending on matchup. It just seems like you lose so much mana using pulse, and you have to sit in the middle of everything, where you die too fast.
You lose more by trying to mix lightning into the equation. It's hard as fuck to make all 3 skills viable. Usually you'll go stun/lightning if you want a more passive support build or stun.edict if you want a more push build, and then go stats instead of the third skill all the while leveling up your ult.
You can do all 3 abilities like you would any normalfuck hero, but I still think stats make lesh so nice because he's great in the middle of teamfights. Also, if you're not an idiot, you shouldn't be killing your mana pool all that much anyway.
There is a reason that a lot of people play Lesh as a bloodstone/BKB carry that just rushes survivability.
You can max all 3 skills if you're playing mid. You get mana items early enough and fast enough that you can afford to support all 3 skills.
As a support, you more or less have to choose 2 because of how minimal your items are going to be. If you're doing well you can start leveling the 3rd skill over stats. I wouldn't wait all the way till 22 to start leveling the 3rd skill, but getting at least 5 points in stats before leveling the third skill is fairly normal.

The thing is, it's your most reliable counter-pushing ability. Irrational hatred or not, there are games you will be forced to take it.
Lightning is actually really good now after the patch. Well, not as in better, but better relative to edict. As a support it's safer, more reliable, and pretty mana efficient if you only have 2 spells. You see a lot of pros get it now early on. You could still go 1 point stun, max edict and lightning too I guess, but I'm not a fan of that. Tbh I've only played leshrac once since the patch and I think the edict nerf made it not really worth getting early on. If you're gonna land a max range stun then trying to cast edict means you lose out a lot of time, and if there's creeps you're not gonna do anything.
Edict does a ton of damage but forces you to be near the target, its excellent for tower pushing t1s(sometimes leshracs go 1 point edict 1 point stun 3 points lightning). You are very squishy still, Lightning is better for longrange counterpush and safer teamfight participation(even though you need to be fairly close for landing your stun). Its still situational but nowaydays(atleast on Asian teams) I see far more lightning builds then edict stun builds.
To me it seems like you spend your mana on pulse anyway, lightning just converts your mana to damage slightly faster at the cost of standing still for 1 hour for your animation to complete (and losing out on stats). If you aren't getting it early, then I don't really see the point.
Then again, I haven't played lesh since the edict animation nerf, nor have I played him as a support much.
