It's futile, they have Florida Man. His powers cannot be contained. This shooter guy is definitely cut of the same cloth as the common "terrorist" - a troubled person who got radicalized and performed a horrid act of depravity, costing many lives. The difference in this instance of terrorism, however, is that instead of the person having been radicalized by some nebulous internet presence, the influence of training and encouragement is right there, in the perpertrator's own state.
