Yeah, that's not polarized, that's one-sided as hell. 9/137 is essentially no support at all for the decision. Stronger even, it is a near unanimous vote to disregard said decision, not to just avoid giving support or agreement.
Also statements like "we'll watch and see who votes with us" is some A-grade divisive BS. I wouldn't be surprised if those statements contributed to the vote being so one-sided.
