I would argue that the number of people at a rally does not matter once full presidential race has start and both candidates have the backing and funding of the respective political parties. If they want to pull a crowd of friendly followers, both camps can do that. I think the discussion around polling and the people not showing up to rallies is more relevant to the election.

The New York State attorney general's office has opened a broad inquiry into the Trump Foundation, the office confirms.
The inquiry concerns, among other things, Donald Trump buying a portrait of himself and a donation to a group supporting Florida Attorney General Pam Bondi, a Trump supporter, according to a source in the office.
The question is whether Trump Foundation made accurate disclosures, a source said. Further details about the portrait and other donations were not immediately available.
The contribution to Bondi's fundraising committee has drawn scrutiny because her office declined to join a lawsuit against Trump regarding his now-shuttered school, Trump University.
The Attorney General, Eric Schneiderman, a Hillary Clinton supporter, is pursuing litigation against Trump over Trump University, accusing him of “mis[leading] consumers into paying for a series of expensive courses that did not deliver on their promises.”

I saw that article last night. From what the Washington Post has dug up, the Trump Foundation is pure shady business. Of course Trump while whine about the NY attorney general, but that is his natural state when he is told he is breaking laws.

I thought the Bondi issue was settled. She called him up and said she was looking into Trump University and also she was fund raising and explained that this absolutely wasn't a shakedown. The Trump Foundation therefore wrote her fund raising PAC a check and then changed their books to record this as a donation to a different charity which they didn't give shit to. Trump repeatedly defended the donation to Bondi and said that he definitely meant to do it. Then someone pointed out that he'd recorded it as a donation to a different charity and that Bondi's PAC wasn't a charity and the charity he said he gave the money to hadn't gotten shit. So Trump explained that it was all a misunderstanding and that he never meant to donate to Bondi's PAC and that he always meant to donate to the charity and he had the Trump Foundation give the same amount to that charity while repaying the Bondi PAC bribe himself.
I don't know how anyone could have a problem with that. It's like Donald says

He also systematically lies about the size of his rallies, so anyone quoting Trump's rally numbers from his own statements gets burned when the local governments tell them it was literally impossible for them to be as large as he says they were. Not surprising the press doesn't report on them much.
