From a fresh install, there is one update, about 1gb.

Hmmm, when I bring up SCII after the patch there is no loading bar and it flashes "initilizing maps" before it brings me to the main screen.

We don't know for sure about that yet. But, I think that there was a Blue post a couple weeks ago that said we shouldn't expect a big balance patch when servers come up for phase 2.

There are no balance changes YET, I guess. This patch was just to prepare everyone's install. If you want to be optimistic, Blizzard is giving everybody a chance to get their install in working order, so they are ready to receive the next patch and immediately start playing.
Seeing as how we're not playing, nothing says this patch is final. My guess is a small content patch before we go live.

They'll probably just announce the patch notes when they release the beta servers. Like always, no notice, just get on when you can.
