I disagree on your perception of the timing. Frozean's expo was up very fast, and he had a LOT of units (I think you missed the big blob in his main that he kept there incase of a drop). If he had moved out as soon as he had scan, Bisu only had a couple DTs and a few goons at his main, his macro hadn't kicked in yet like Frozean's. Instead of moving out, Frozean sat there and made a ton of turrets and spread his units out (fearing a DT drop, it seemed like). There is no doubt in my mind if he pushed out, he would have done a lot of damage (IMO bisu may have held it off with DTs towards the end if Frozean didn't get a turret up in Bisu's nat and ran out of scans, but that's it).
