He cannot let Light take both mid bases though.

A few carriers are out now that could make a difference. Light ignores them and opts to destroy Best's left bot based which was about to be mined out anyway. Light does get to kill the carrier tech, but meanwhile the carriers that are already out are still alive and keep drizzling on one of Light's mid bases.
