I think the rule was implemented so that Chinese players could have a better chance of winning, so I can understand where they are coming from.

i still don't think chinese protoss players know how to play vs zerg, with the only exception being zhanhun.
Jaystar has a decent understanding of the late game, but his execution is so terrible and that usually gets him killed or puts him at a big disadvantage during the mid game.

There are so many Chinese Protoss that probably they simply don't get many games against skilled Zerg players.
