Doubtful, Terror was halfway to his base and he hadn't started building any at his natural so it would've been too late. I think Michael was just caught offguard by his mutas getting irradiated to death.

Terror v Michael game 4 was very interesting. I think Terror's 1 base all-in should have won it easily, but:
* At 7:09 Michael is building a hydra den at his natural. He assumes at this point that Terror is doing the same 1fact expand build as last game. (The observer is very bad, spazzing about and clicking on unimportant things, but you can nevertheless see for one instant that it's a hydra den being morphed.)
* Shortly thereafter, ~7:14, Michael sends in a ling to check out Terror's base.
* For whatever reason, Terror's marines are not at his choke (as they were before). This is a massive mistake because it allows Michael to realize there is no expansion.
* In response, Michael cancels the hydra den. (No comment on this from the casters, but you can see it on minimap.) He starts building more sunkens + zerglings, while suiciding his overlord to scout. Once scouted, Terror's pseudo-Sparks Terran stands no chance against the ling surround + 3 sunks. But the key wasn't the overlord suicide, as the casters assumed -- that just confirmed what Michael had already guessed (namely, that Terror was going for a 1base push). The zerglings were already built by the time the overlord technically "saw" Terror's build.
Like I said, a pity that Terror didn't execute his build better. He was focused on blocking his ramp to hide his production facilities, but the real thing he needed to hide was his natural expansion -- or rather, the lack thereof.

It's also important to note that Terror didn't have stim at the time he was at the Michael's expansion. This is what he was waiting for. When he came to the channel after the game, first thing he said was "forgot stim ". Although I doubt it would make much difference as Michael reacted perfectly, maybe he wouldn't have died outright from the mass ling counter attack if he killed more lings at the expansion of Michael.
