I remember seeing them a few times in very, very late game TvTs, where there were huge fleets of Battlecruisers + Valks vs. mass wraiths (I think FBH or UpMagic vs. Flash on Chupung Ryeung maybe?)

It's worth building if opponent has a lot of wraiths and you are down on the wraith count compared to theirs.

Yeah, but that's what I don't really understand, since Light had much earlier wraiths than fantasy and was (I think?) ahead in wraiths at the time. I would have thought he could have just kept producing wraiths to keep ahead of Fantasy, and then the Wraiths are good vs. tanks and stuff whenever there aren't any enemy wraiths around.
I guess building the valk lets him feel safe in his aerial dominance while diverting more gas toward tanks and less toward wraiths.

Light scouted them with a cloaked wraith. He then built a valk, presumably expecting large numbers of wraiths.
