1. Soulkey 2. By.Sun (Rain) 3. Bogus (Innovation) 4. PG71ABSOMETHING is Wooki (Zest), right? 5. Reality
However, the space between each place was relatively significant. In fact, if I had to grade it that way, I'd say this:
Soulkey >> By.Sun >>> Bogus >>>> Wooki > Reality

I will corroborate for sure that By.Sun was definitely on the rise, probably more so than any of the other players on this list. Soulkey was already a relatively well-established player by the time the last Proleague ended. Bogus was an Ace level player for his mediocre team and performed with middling results overall. Wooki and Reality didn't have many opportunities to prove themselves and although they did show some sparks here and there, overall I'd consider them to be the least relevant of the crew. The divide between them, if my memory serves me, wasn't that large. In terms of the ambiguous metric of potential vs. then-current achieved status, I'd say...

Hopefully this put it in perspective for you (OP, not cerberus). These are just my opinions and I'd love to see some opposing arguments if there are any.
EDIT: To put it in a different perspective that is more direct to OP, I'd say that Soulkey was the 4th - 6th best Zerg at the end of Brood War, Rain was ~8th Protoss, Bogus was ~8-10th best Terran (maybe higher, depending on his days, he was streaky iirc), Wooki and Reality don't factor into these standings although Reality did have some sick plays, especially vs. Jaedong iirc.

Sure, the latter might be better for him as a person in the long term (probably), but in the end him being a "Game Jockey" increases the amount of time we actually spend watching his play in 1v1 Brood War in the foreseeable future, imo.

Innovation was solid at the end of Brood War. He was definitely up there in terms of skill. I was not surprised at all when I learned that Soulkey, Innovation, and Rain were the frontrunners for their respective races from the Brood War era. They were the new kids on the block with mad spunk. And by new kids, I mean they probably spent a few years climbing the ranks in order to appear in the public eye here on TL or in Korea @Proleague. By the time they were competing in StarCraft Two, they had already been competing in professional RTS on a professional level for YEARS.
Bogus was the ace of his team, had a lot of "underdog" wins, was solid mechanically and especially proficient vs. Zerg. Sound familiar? The latter of those two traits can get you far in these games.

Excluding the league that must not be named, + Show Spoiler [click this at your own risk] + I think that is a well made ranking except I would swap out Sun/Rain and Bogus' positions because Bogus was beginning to headline STX matches back then (poor Clam and Kal.) Soulkey was definitely the most well-established of this bunch and the only one imo who can reliably take games off the A-class and S-Class.

I remember Bogus being a genuine threat to Flash's run int the tving OSL, and had a great TvP and TvZ record, his TvT wasn't up to par but he still managed to be a threat to other terrans.

I can easily see that, in the sense that Bogus was going through a lot more pressure at the time than Sun was. Sun was the THIRD best Protoss on his team, whereas Bogus was hands down the best Terran STX had to offer, and as I mentioned earlier he was a staple ace player. This is the breeding ground for a future champion.
However, being as I, like you, excluded Hybrid League from my ranking, I found Rain's accomplishments leading up to SKT's victory to be more significant. Perhaps it was because of the lack of pressure (relatively), or the map pool in the time leading up to the final season (Plains of Protoss), or whatever. It might be wrong to fault Bogus for not carrying his team as hard as Sun could support it, but at the same time I have just as many memorable matches from Sun as I do from Bogus and Sun's came at a crucial time that coincided with his exposure. If Bogus was the better player, which is possible, we simply don't have enough evidence to support that claim IMO.

Yea chemicals and shit, thanks for correcting me. I honestly didn't know Zest and Wooki and P4GTBB were the same, haha. I was aware of the Wooki - PGT4BAYBAY relationship but not the former. Definitely soO or however it is capitalized. He bore the stigma of "SKT Zerg" so hard it was a running gag that was far worse than the Kong Line. The Kong Line is like the imperial list of all throne successors who had an older brother but were still royalty while SoO was the rice farmer 60 kilometers away, plowing a rice paddy and doing it worse than his nearby compatriots. He couldn't gather enough rice (get wins) to support his family (net wins for his team), but because they were relatively well-off (had Bisu, Fantasy, Best, By.Sun would easily be the 4th violin if such a thing exists, right?) without his help, he skirted by as a moocher (an accessory piece to the team). When I heard that he was one of the best Zergs in the world, I was shocked. To me, he seemed like he had negative potential - like he would actually get worse the more he played at the top level. Guess that is one where I will have to stand corrected.

It's not a matter of pressure that I chose to rank Bogus above Rain, it was gameplay. Bogus played better and was more threatening to guys like FlaSh (1:4), Jaedong (1:3) and Bisu (2:2) than Rain imo.
I wonder how a potential FlaSh vs BeSt matchup will go down tonight?
