Personally I will give a short countdown (like 3 seconds) before unpausing if there is no reason.
If there is a reason i will wait 2-3 mins max before unpausing, or leaving the game myself if i feel i am behind.
If i need to pause during a game I will just gg and leave, unless i'm so far ahead that i just let the game go unpaused and hope I can still win when coming back.
I would have no issue against anyone that unpauses against me if I should ever pause the game. It's not their obligation to wait for me.
If sc is more important than what's on the phone than you shouldn't answer the phone in the first place. If the phone is more important than it shouldn't be such a big deal to leave the game. 2 very simple choices. They shouldn't be obliged to wait staring at a paused game when both of you could just move on at very little cost to either side.
edit: I give them some leeway out of courtesy, but I am fully aware that it is only that, I am not obliged even out of courtesy to do it.

If it's important, then he can just leave the game, there's nothing in it for me to wait and it can be advantageous to unpause. That being said, I normally wait a minute or so, the only time I've unpaused immediately was in a game where I was about a minute away from winning and the guy pauses on me and didn't even give an explanation, then cursed me out before trying to pause again. Because everything should benefit us. If not, screw other people, who gives a shit, right?
That's what capitalism is all about ^^

Leaving/unpausing the game loses you much more time than waiting 30 sec. You have to search a new game which can take several minutes and you remove all meaning from the current game by not playing it to its end. And leavers are much worse that people who pause for a few seconds.

I think that disconnecting is worse than leavers. Not only do you have to remake a game or whatever, you have to wait the 45 seconds which is actually game seconds, so it's closer to a minute if I'm not wrong. And I'm not sure if this is hacks or not, but sometimes you can't disconnect them so you have to force close starcraft and reopen it, which is a bit annoying.

It really depends on the player you are facing. Once you start a game, it's your responsibility to finish it without interruptions. I'm a nice guy though, so I let people pause for up to a minute or so as long as they give a good reason (to close downloads or whatever).

I've never paused. I'm paused on once maybe every 30 games and I have only unpaused once because the guy was taking more than 7 minutes, I started counting. yeah...

god I hate people who unpause instantly/semi instantly I'll wait 5 minutes if they dont give a reason, 10 or so if they ask if I can wait.
I seriously think being unwilling to wait at least a couple minutes is a huge character flaw and I would have problems being friends with anyone who does that.

i wait 20 seconds so if what they're doing requires them to leave the room they have no idea whats going on, then i unpause.

its a risk you have to take. the other person is not bound to stay paused, and its more an ethical thing than abiding by any rules.

Eh usually unless i'm playing with a friend i will unpause after a few seconds just because its extremely annoying. Don't answer the phone during a game imo.

I generally do what do what others in this thread have stated, I will wait a couple minutes if a reason was given, but I won't wait long if it's simply a pause with no explanation; maybe twenty seconds. At the same time, I would like to un-pause after twenty or thirty seconds. I have no problem if you want to pick up the phone, see who it is and call them back, for that should take no longer then a half-minute. However if you begin to have a conversation, even a short one, I would un-pause. Unfortunately there is no way to know this, so I would un-pause after thirty seconds. I don't do this however because it has happened before where my opponent will disconnect if I un-pause on him.
