That looks like the shadow of a notification bubble that didn't get cleared when the notification got dismissed. You've tried restarting right? | ||

I've had it happen before and usually either method works. | ||

If it's a common occurrence, the real solution would involve fixing the cause. One could try updating their graphics drivers. It also makes sense to consider not using aero theme at all, for reasons aside from the bug. | ||
