I think it varies from country to country, mostly just due to typographic traditions, and I'm not sure if there's a clear widespread and official way to do it. Usually you should try to use different types of marks for the inner quote, and match the quotation marks on the same level.
So either
- "You are attending 'Sofia Brutal Balkan Fest' "
or
- 'You are attending "Sofia Brutal Balkan Fest" '
my personal preference is with the french "Guillemets":
- "You are attending «Sofia Brutal Balkan Fest»"
