1.) He should work out and get in incredibly good shape. There are many positive reasons for this. For starters he will actually have something very good going for him, and it will teach him a lot about the positive side of life and taking things into his own hands.
2.) If he is intelligent enough he should contemplate his appearance and what it means. Contemplate what is actually important in life and what it actually takes to be happy. He should read various literature on loving-kindness and equanimity. Life gives you lessons so one can learn from them and become a better person, as long as one is willing.
3.) If he is too stupid to do #2 he should smoke weed.

i don't understand lol, how come everyone is suggesting that he smokes weed? i haven't actually smoked weed before, but does it somehow make him in a better position o_O? i'd think it'd just put him in a worse off position.
Anyhow, I think you first need to understand there's very little you can do for him. He's one of those extremely unlucky people that wont be very successful or happy in life. Sure you can tell him to change his perspective and his mindset, but the bottom line is that he has a 1.5foot mass on his face, and in today's society with that sort of physical handicap it'll near impossible for him to succeed socially, which is apparent since his only friend is your brother. Due to this social disability his job prospects are extremely low, and it'll eventually result in him taking a job because the job choose him, not because he choose the job(ie. he didn't have any other choice). This will lead to a lack of self confidence(which he probably already has) and self worth, which will lead to an extremely unhappy individual. The only thing he can do, as already stated, is attempt to get rid of the mass. The risk is worth it.

If you suffer, weed can help numb the pain. It can even bring pleasure and temporary happiness. It allows one to be easily distracted. That's why it is suggested.

Basically tell him to find something that makes him happy, whether it be gaming..or anything like that and have him do it. Really the only suggestion i can give since i cant picture what this.."mass" looks like(nor do i want to actually)

Jason has first let go of the belief that his disabilty is preventing him from enjoying life. I believe every disability can be turned around to be a positive, and its up to him to find out how to do that. edit: maybe he can try as a motivational speaker? i dunno, does he have that charisma?

this happens to millions of people maybe not quite on that scale.. but it does happen to thousands of people on that scale so it's not like he's alone

I had an issue like this were I can't land any shit job after having 2 years of being in the tech support/call center industry. I think he thinks too much about his issue with his face that's why he gets depressed. Man, there a lot of people outside that has issues with their faces but doesn't effect how they view the world. This is more of a mental issue that's why he can't land on any job.
If he is trying to land a job online and still can't make it he may need to make an opportunity for himself.

that is certainly very severe, but I would expect that at least 1 out of a million people(totally random guess, could be much higher) have some kind of freakish deformity either naturally or due to injury/disease
there are a lot of people in the world im sure most of them are loners. some of them have probably had terrible lives. and in some harsher places to live im sure some have been terrorized, ostracized, or killed.
