Looking at my bandwidth monitor, it's fluctuating between 10KB/s and 30KB/s, but never the theoretical max of 50-55ish KB/s which should be what I want/need.
Any ideas as to why this is happening or how I can fix this?

Stop trying to hide the fact that you live in Australia. The land of Oz has not heard of technology. To be slightly more helpful, 55KB/s shouldn't be fast enough for any half-decent stream.

The main culprit is probably because your isp has bad routing to livestream's servers. That's not surprising considering you live in Australia.
