I would assume he means his 36/72/108 pound cannon attacks. So yeah the one he first developed in Skypiea. I also would not count that as a power up in the sense of Luffy's Gears. If anything, Zoro's power up would be when he became able to cut steel with his Iai techniques.

Yeah I would consider his ability to cut steel one the powerups. Luffy's gear is defnitely one, and Haki as well.
Sanji got his powerup with that spinning-fire technique (I read the arc in Korean). Chopper... I guess can be considered power ups with devil fruit, rumble ball and rumble ballx3(?). Usopp and Nami got weapons upgrade, as did Zoro.
Other than that I think rest are just improvements.
