Not sure if this warrants its own suggestion thread, but we shall see.
Here's my dilemma, sometimes I only have a few minutes to check TL. While the homepage and Community News do a great job to amalgamate the major threads of the day, there are many, many more that do not make it into the spotlight but have interesting news or implications for the community. This is a perfect example (I was completely unaware of this until I saw the thread)
Too often I find myself having to go through each forum individually to see what threads are new and interesting to keep up to date with what is going on in the community or what new interesting threads are out there.
So I had an idea. What if there was an updating list of new threads that have been created across all forums. There could be a reply and time requirement to show up on the list to avoid sniping, ensure the thread is actually creating quality discussion, and to allow stupid threads to be closed without ever showing up on the list. That would also serve to filter out most of the awful threads and pare down the deluge of threads in the forums to allow someone to see within a few minutes what is going on in the community.
To simplify, a portal that would show a list of new threads since you last logged on something like:
New threads since 11/11/11: * Day9 not attending MLG Providence 100+ replies * Proleague rumored to start on the 19th of November 100+ replies * Barcraft Darmstadt 100+ replies

Now this makes sense and seems like a really good idea in my head, but maybe I'm missing something. Or perhaps this would be unweildy to impliment. But I think it's a pretty awesome idea.

I think there is considerable overlap between what you propose and the already existing homepage and community news sections. What you want is an expanded, more in-depth community news section so that new relevant threads, to your arbitrary standards, are easily accessed. Basically, community news would include the three threads you listed as examples and other similar threads in addition to what it currently lists.
To me, what comes to mind when you say "new thread view" is all new threads, not just ones of certain quality. I am confused by what you mean by sniping, and by the reply and time requirement you propose. Your requirements meant to filter "awful" and "stupid" threads seems unnecessary. Awful and stupid threads will be closed according to Teamliquid standards. These closed threads would be de-listed from the new thread view.
A new thread section would be acceptable if it were to be free of the criteria you propose. If I were to implement a forum for new threads, it would include all new threads, not just ones of quality. The unacceptable material would be closed and automatically de-listed, and the acceptable material (any open thread) would remain. On the left sidebar, I would locate it at the bottom, near website feedback and closed threads. This way, it would only be visited if you had a specific purpose - no window shopping, no overlap with other forums. There would be an option to list threads of certain age. If you were to be checking up on Teamliquid for the day, having checked it yesterday, you could have the new thread forum only display threads created within the last 24 hours. If you went away for the weekend, you could have it list threads created within the last 72 hours and so on. This feature is actually already implemented but perhaps easy to ignore:

Currently you are only able to sort by 14 days, 30 days, 3 months, and all. This could be changed for the new thread forum to 1-14 days.
Now, if you would kindly look at the picture again, you will notice a "Sort by post date" button. This may be exactly what you are looking for. Currently, it only works for each individual forum so it fails in sorting all threads in all forums. An easy fix would to have a forum that includes threads from every single forum. Then, it would be a simple task to use this button to filter to the newly created threads.

I'm not too proud to admit that suggestion makes a hell of a lot more sense than my original idea.
