PPLive will stream the matches live from 7-17 CET. You'll need to install whatever program they ask. The second group of yellow links are the SC matches with WC3 on top.
Two groups will have an internal tournament: Group C and D
Group C: The top two advance to Stage 3, bottom two move on to Stage 2.
Group D: The top two move on to Stage 2, bottom two are eliminated.

Not much, same bitrate, different servers. One may have a slight ~ 10 second delay, but its still the same.
