Only c) + d) force a scum within the primeclaims, c) does this on the cost of a town blue-claim, d) confirms to mafia, that there are no blues to play around.
So mafia is taking a 4/12-chance of being in a 1/3 respectively 1/4 chance to get lynched by claiming prime, while gaining huge setup-information, IF they are forced in such a situation. The other 8/12 put mafia at no risk until the setup becomes more clear, which won't happen at D1.
