its the gambling laws quebec has I believe. The province prevents the players from collecting their money.

Quebec Sweepstakes Law Encourages Sweepstakes Void in Quebec
The reason why residents of Quebec are not eligible to enter many Canada sweepstakes is not because the sponsors don't want to advertise in Quebec, and it's nothing personal against any of the residents of that fine province. Rather, many sweepstakes are void in Quebec because the sponsors must follow a stringent set of rules set out by the Quebec government.

For example, in order for sponsor to skip the "void in Quebec" restriction, Quebec sweepstakes law requires that the sponsors must do some or all of the following things:

Register the sweepstakes rules and all advertisements used to promote the contest with the Quebec government at least 30 days ahead of the sweepstake's launch.
Pay a fee of up to 10% of the sweepstake's value, depending on who is allowed to enter.
Agree to allow the government of Quebec to mediate any lawsuits arising from the contest.
Follow strict guidelines about the contents of the sweepstakes rules.
Allow the Quebec government to determine if the sweepstake may be changed or canceled once it has started.
File a written report after the contest has concluded, attesting that the prizes have been delivered or attempted to be delivered.
Agree to follow a number of other rules and guidelines. See the Quebec Sweepstakes Laws.

While these laws are intended to protect the citizens of Quebec, they are also a significant burden of money and resources to sweepstakes sponsors, and the consequences for a mistake are severe. Rather than run the risk of facing legal action if these long and complicated rules are not followed to the letter, many sponsors take the easy route of making their contests void in Quebec.

Updated with the map pool for the event, a few notable updates is using MLG Metalopolis instead of the ladder version, and adding MLG Shattered Temple.

The Tt eSPORTS Challenge StarCraft II Open Cup will start soon to inaugurate the new tournament platform brought to you by Tt eSPORTS. With a prize pool of $3,000 it comes as no surprise that many of the top StarCraft II players from around North America have signed up for the event. Without a doubt, this competition will bring many exciting and action packed games – be sure not to miss out!

Everyone who’s anyone has signed up for this event and we can see multiple players from some of the top organizations in America competing. Evil Geniuses, compLexity, CheckSix Gaming, Root Gaming, VT Gaming, FXOpen, Team Liquid, sixjax and NrG are just a few of the represented professional organizations. Some of the most celebrated players from around the world will compete for their share of $3,000; some notable players participating thus far are:

-#6 vileSpanishwa

-#16 dSeleCT

-#31 coLstalife

-#33 VTSpades

-#72 LiquidTyler

-#109 sixjaxMemory

-#119 ROOTCatZ

-#120 ROOTdrewbie

-#197 EGIdrA

-#702 ROOTdoRo

Although the players mentioned above are without a doubt the favorites to win the event, there are many up and coming players who have signed up as well. With the format of the event being an Open Tournament, we can never know what surprises lie ahead – will this event provide a shocking upset? The tournament is scheduled to last a month which will give all players an equal opportunity to prepare for each match-up meaning we might be able to see some builds and counters tailored specifically to a competitors opponent.

With so many top North American professionals this is definitely the tournament to tune in for. More information regarding streams will be released shortly. Be sure to stay updated on TteSPORTSChallenge.com!
