As long as you meet the requirements (90 days member I think it is) You can do with your stream whatever you want. If people don't like it you simply won't get vieuwers.

I meet the member requirements, been here since 2010. I'm not entirely sure on how to get a solid viewer base. I doubt people click on random streams. Should I just start with friends or advertise somewhere on TL ( IF allowed, I think i saw a thread where you could promote your stream)
No, people do click on random streams, at least that's what I do.
It really depends what your stream is aiming to be. If it's just gameplay, you have a lot of competition.
In fact, I think we're saturated with stream lately :B!

Did you actually put it online there ? You should see yoruself in the list of non-featured streamers.

Inactivstreams aren't listed until they are turned online. Turn it online.

i would like to ask something... HSL is reaching its round of16 vrackets including the best greek sc2 players and i would like to post the stream to tl.
but theres a minor issue.
i meet the requirements for applying for the stream to be posted but there is a problem with the title stream. i would really like to have the stream posted as [SC2] HSLtv or HSL or something familiar with HSL and not with my nickname. we in hsl made a second account here in TL with the nickname of HSL but its too early to apply for a stream ( http://www.teamliquid.net/forum/profile.php?user=HSL ) , Streaming is in excellent quality 720p and in general a quite professional job is done there. i was just wondering if there is a possibility for applying a stream myself and , if accepted, having the name of HSLtv or HSL .its quite a pitty not to have our only official LOCAl effort be streamed.
