Admins can only ban staff because they're the only people that can control user rank, i.e. they're capable of destaffing someone then banning them. I don't really see TL's hierarchy as rigid as you might think. Firstly, writers and graphics are staff (except while they're on trial), and most people with a title are staff (with exception to progamers). The only divisions are really admin > red > blue > staff > everyone else, but even then I don't think that is set in stone or in any was reflective of the day to day running of TL. For instance, Jer isn't a admin but is larlgely responsible for a lot of the strategy stuff these days which means he serves a very important role on TL.

Yeah, but that makes more sense. Posting pros are valuable for the site, but don't represent the site and can easily switch to other sites, so it is natural to put some extra effort into making their stay comfortable. A moderator though is pretty replaceable (right?), represents the site to some extent and can't easily jump over to a mod position at another site.

A progamer is also replacable. You just have to train someone to win a couple major tournament, get a team, and the job's done!
