Yes there's a way it's called ping, ping is a very basic command to test the latency back and forth to a server, so lower is better. To use ping you need to know the IP or DNS address of the server though, which I'm guessing you don't know (I don't at any rate). However this doesn't take into the account the troughput (the amount of data transfer you want to send and receive) to test this you could use something like speedtest and just set the server you want to test to Korea, or if you can't find any Korean servers (I couldn't) try any in Tokyo Japan, (if I recall correctly most if not all of the transpacific cables going to Korea from the US passes Japan.)
Since I have no clue what game you want to try out nor where you live or where the blizzard or valve us battle.net servers are located, you can test your speed against servers in New York and in San Francisco, since that's the most common server locations. This will give you a ballpark estimate.

Okay so I have a question.
Why is it that the Team Liquid Logo is that horse that we see on the top of the webpage, but whenever there is server maintenance or something we see this elephant wearing a headband.
What's his deal? Is this Elephant the official mascot of Team Liquid? Why isn't he a horse?
Am I reading into this too much?

It was a short but furious battle, insane weilding his glorious icon, a sunburst of incredible light, he did charge against the nightmare made flesh, in the struggle insane was forced to make a choice. an awful deciding choice, did he allow the beast to devour the newly born forumseed that would eventually become the replay section or did he sacrifice his icon and his name to banish the monster? insane made the proper choice, but alas, his icon and his sanity were destroyed. that is why insane has no icon.
