Perma ban != IP ban. A perm means that your original account is gone. You are free to make another account at a later date (2-3 months is the recommended time to wait I think).

He's also had numerous other accounts that have been banned so he should be top of the list if you count those.

All the info I get is parsed from the automated ban list. My ban log lists 259 hits for the phrase "by request". How am I supposed to separate the martyrs from the requests? Also, there's no good way to figure out whether an account is an alt or not. I could make some educated guesses based on usernames, but that'd be: 1) tedious as hell, and 2) not even guaranteed to be accurate.
