Not necessarily. The missing "regulars" could still show up tomorrow, when things are expected to be easier as the strongest opponents already qualified today. Seems strange not to take both your chances at it, but maybe the stress of playing today is detrimental?
Also, you counted Byun as a regular already?!

ya i counted byun as a regular already because hes 6800 on kr ladder. not that ladder is equivalent to tournament, also his group is really hard, but i still expect him to qualify if not today, tomorrow then.

It s not allowed. Noregret did it for the last Qualifier and was told by Afreeca staff to stop it mid way thru

When Jake did it last year I think I saw someone from Afreeca messaging him that he needs to stop or he'll be disqualified so it seems to be banned
