Muay Thai involves knees and elbows. It's perfectly legal. Which I am sure it is in certain Kick Boxing tournaments as well.

"Attacking more than once while holding the opponent's kicking leg, or while holding the opponent's neck with both hands". This rule is fairly recent, came in about 8 or 9 years ago.
