Yes, twelve hundred anything minus eleven hundred anything cannot possibly be a negative number since you know 12 - 11 = 1 
Anyway as to part-time vs full-time, if you think that Obamacare is just an excuse for a long-term shift, go look at Bureau of Labor statistics. Full-time jobs nosedived in 2008, recovered slowly to a ceiling and have stagnated. Obamacare is not a current excuse. It is just another straw on the camel's back, another contributor to this long-term shift from a full-time worker society to a part-time one. And this shift isn't something that has to happen, but it will if external costs with half-baked justifications and half-baked mechanisms like Obamacare keep getting imposed on business.
