Probably the chinese government (I think). I am definitely not an expert on international politics (hey... I'm taking a political science course this semester?) but I seem to remember something like the Chinese government having certain aspects of games restricted, i.e. renaming Demons in WoW and Diablo for some reason (don't remember what). It might not be too out of the way for them to want to restrict access to foreign players (and therefore foreign ideas/ideals)

Even if hots is even better than BW it won't really take off in China if it isn't very cheap or free. Marketing and game design is not done by the same people yo.

The great firewall of china obviously? Have you not heard of it? China is pretty much cutoff from the rest of the internet world. It is true that great firewall blocked a lot of foreigner websites but not blizzard and battlenet. BWC and WCG were held at China and why would they allow those tournaments if they banned the game and foreigner players ? Simply because there is an internal distributor of Blizzard's games in China ( 163.com ) so that all contents, marketing, PR plans are different compares the rest of the world =S

That is correct, always glad to see TT1 not knowing what he's talking about not only in price of the game but also not realizing global play will be there to. If he does want to buy 4 accounts it would be 40 dollars each anyway ^^.

He could have a special discount from Blizzard to $4, and is buying 60 accounts: one for each combination of race (including random), match type (including FFA), and whether he plays right-handed, left-handed, or with his feet.

So, yeah. Oh, and It's nice for the Chinese that they get a good deal. Maybe Blizz are trying to increase uptake in that region, it's a pretty important market these days I hear.

They really, really, really, really do not want their people to come into contact with western culture. Let me elaborate. The people who are going "why would they block a game, you can just chat with people" really have no idea what chinese censorship is about. The chinese have turned censorship into an art form. System criticism is illegal, and if you go out on the street and criticise the government, they WILL apprehend you pretty quickly. The chinese govt. is paranoid that people in other countries will disclose things to the chinese masses that are sensitive and / or offensive to the Party. Ever heard of Tiananmen Square? I assure you, Li Xu and Chen Hau certainly haven't. Now, chinese services like Sino Weibo etc are easy, because 1) mostly chinese people sign up there and 2) they're in the govt.'s pockets, so they get censored left and right. Controversial stories are straight up blocked, leading to mass ignorance. Wanna know why Google / Facebook / Youtube / Twitter are unavailable in China? It's because they're western companies unwilling to submit to the draconian censorship measures China requires, so they'd rather block themselves off from 1 billion people. Same thing with games. There are a wide variety of reasons why Blizzard has to partner with domestic chinese businesses to distribute their games in China, but one of them is definitely that the PRC is NOT comfortable with their people gaming on servers that aren't tightly controlled and aren't inhabited only by chinese people. To put it bluntly, they're scared shitless of foreigners preaching the wonders of "Not China" to their people.
