Parting says that Suppy goes for a complete blind counter while at the same time clearly lacks the proper practice to understand what he is doing, hence Parting responded by making his attack even stronger that time. He is basically calling Suppy a lesser player and he is right. It is not like he went out of his way to say that - he was asked a question, he answered honestly.
It's open to interpretation. He mentions how much more Koreans practice than foreigners, and then emphasizes the fact that Suppy got to see Scarlett's replays and learn his timings. His well practiced play was blind countered and he lost to a foreigner because his timings got leaked, and it upset him.
Are you serious, what is there to leak? Why would you need replays to know when his attacks arrive? The Scarlett games were streamed to the whole world.
I agree with monsterDrakar. Still a little unclear to me why he "broke down psychologically", but whatever, maybe he just has a lot of pride.

Maybe there should be rules about (not) passing on replays in tournaments then, although I still don't understand how a blunt move like Suppy's could be based on studying replays.

there are things that just don't know for sure how it was meant, because it is in written form. Everybody is just interpreting it in his/her own way and only Parting+interviewer know the answer. I think the Interviewer or whoever wrote that should have written something like "(laugh)" or a writers note what Parting exactly meant.
