Clearing cookies and revoting is no bot. That's extremely manual. A person with access to a huge botnet could potentially create a bot that automatically votes for X alternative with X computer at the rate of X. The only thing that would have to be done manually is the settings.
I don't mean manually clearing cookies. It can be automated too.
The bottleneck here is the Internet connection, and also the server for the poll itself. It has limitations, so you can't vote from one IP with higher than some rate. Based on this ESL actually needs many many computers running scripts to keep up with this rate. Or it's a youtube/google thing that causes the poll behavior.
edit: Bottomline - I don't think we are against bots. I think we may indeed be against google(youtube) itself.
