Looks like the answer to our question is that this patch alone did NOT result in league promotion/demotion unlocking. I really hope it's fixed soon, though.

Will the NA server be receiving the patch this fine tuesday morning?

It fixed promotion. Not everyone is ready for promotion either. Those who are will receive promotion upon theyre first WIN after this patch.

Blizzard has officialy stated that leagues are now unlocked after 1.3.4.

Ok so I updated but I guess bnet is still down cause when I hit sign in with my email it just says connection is unavailable still. Atleast patch is done though.
