If you switched this scenario around and all maps didn't have harassment options and you only had to protect your base from 1 direction (2 directions max), Muta-ling-bane would be horrendous and a turtling terran would be that much harder to mess with until broodlords were out on the field. If you are just saying trim it back a bit, that may be fine. But if you are wanting marines and stalkers able to hit drops ships and banshees behind your main, then I think you are asking for a bit too much.

It brings a whole different dynamic into the game and usually allows the player with better multitasking to come out ahead. Personally Muta Ling is the exact reason I dislike the cliff. Makes it very easy for the inevitable base trade which is not very fun if you ask me. But even without the cliff that scenario would present itself.

In a similar vein, Dropships were really fast, so drop harass against a base without easy escape routes was possible. Medivacs are slow (and their speed was also nerfed in a patch a few months ago), so they need to make up for this with their healing ability, and they also need those empty spaces around mains. So yeah, they're kind of necessary, because Blizzard decided they want air harass to be easy to execute, so that Silver league players can do it too.

The former is OK, the latter is just really really annoying and poor map design. You can always see attacking air units, doesn't matter if they are over a cliff or not.

Terrans have banshees, mmm drops, and vikings are pretty decent too. Protoss have phoenix, voids rays, and they can drop too. It does not help a race more than another, it just benefits the players with good multitasking skills. So, that's a good thing we have this harass option. From your OP, I think you are just the stereotype of Protoss: a turtle trying to max & win the big fight.

Huge part of abusing colossus imobility is to drop and drop and hope he doesn't clash into your main army with HIS main army. If you as a protoss don't like drops and banshee harass, please think more about game balance and less about your own race's good.

I think the problem is a compounding of all these factors really, this is an issue I have recognized since beta.

If you build phoenixes, then the Terran will just drop his marines from his medivacs, stim, and kill your phoenixes -.-' Ridiculous advice. Making a whole new tech path that's useless? lol. Medivacs are incorporated into the normal Terran tech tree anyway. You might as well just get blink for the Protoss stalkers you're gonna get anyway. Nonnonononnono!!! Every protoss should switch their tech path and make 3-4 phoenixes *wink wink*
