Its the Korean Flag, the "white bar" that some people are seeing is just a stylized outline of the two halves.

As to what the icon is for, i'm sure we'll find out Soontm

Wasn't Blizzard finally able to negotiate things with KeSPA? I remember reading a thread about it in the BW forums. Perhaps this has something to do with it.

In-game tournament win tracking maybe? They're structured just like race win icons (terran 10, 25, 50, 100, etc) where they get progressively more elaborate. Tournament wins like in War3 would make sense but I don't know how "IGR" factors into that.
