Penalty subs are fairly normal I'd say, at least when there is still subs to be used. EC final had three subs at 123th minute, two for ManU and one for Villareal for example. All of them scored.
I think it's just more of the "penalties are lost, not won" mindset, rarely it is the winning penalty that gets talked about, it's always the misses.
