NFL Rule Changes
The following rule changes have been approved for the 2019 season at the NFL owners' meeting on March 26, 2019:

Make permanent the experimental kickoff rules from the 2018 season.
Abolish all blindside blocks anywhere on the field (personal foul, 15 yards).
Allow as a one-year experiment to make the following plays reviewable, subject to coaches' challenges outside of the final 2:00 of each half, and subject to booth review after the two-minute warning of each half:
Offensive and defensive pass interference, whether called or not.
Scoring plays and turnovers negated by penalties.
Any extra point or two-point conversion attempt.
Change how double fouls are enforced after a change in possession; the last team to possess retains the ball at the spot of enforcement. If the enforcement spot is after a touchback, the ball is placed at the 20 yard line (after punt) or 25 yard line (free kick). If the spot of enforcement is in the end zone, the ball is placed at the one yard line.
Make scrimmage kick rules apply if a missed field goal is touched in the end zone before hitting the ground, and if the ball is touched by either team behind the line of scrimmage.
Allow teams to enforce a personal foul or unsportsmanlike conduct penalty committed during a touchdown on either the try (PAT or two point conversion) or on the ensuing kickoff.
Allow officials to disqualify players for flagrant "football" plays in addition to "non-football" plays.

The proposed rule for allowing both teams to possess the ball in overtime, even if the first team scored a touchdown, was tabled to the May owners' meeting.

An additional rule change builds upon a rule originally passed in 2018. The league limited football helmets to a list of 34 league-approved models, up from the 23 originally approved in 2018. The grandfather clause allowing existing players to wear their previous non-approved helmets will expire, and 32 of the league's players will be required to change helmets (most prominently Tom Brady, whose Riddell VSR-4 was one of ten now-banned models still in use in 2018).

College Rule Changes
The following playing rule changes have been recommended by the NCAA Football Rules Committee for 2019:

Requiring replay reviews on targeting calls be either confirmed or overturned by reviewing all aspects of the play. If the review cannot confirm that all elements of targeting exist, the targeting call will be overturned.
Players who commit a second targeting penalty in the same season will not only have to sit out the remainder of that game, but will also have to sit out their team's entire next scheduled game.
Eliminating the two-man wedge on kickoffs.
Starting with the fifth overtime period, each team will line up to attempt a two point conversion instead of snapping the ball from the 25 yard line.
Adding a two-minute break after the second and fourth overtime period.
Blindside blocks delivered with forcible contact will draw a 15-yard penalty (personal foul). If elements of targeting exist, the player delivering the block will be subject to ejection (and suspension if it's the second targeting foul in the season) as with any other targeting foul.

NFL Rule Changes: Allow officials to disqualify players for flagrant "football" plays in addition to "non-football" plays.

Is that an attempt to stop deliberate fouls? A few times last season I saw a WR get behind the defence only to be dragged down by a CB because the pass interference penalty was better than the touchdown. That new rule sounds like the red card for a 'professional foul' in soccer.

I interpreted it as targeting for the nfl. Like the rule in college. For non football I think that’s like fighting but football plays is like crown of the helmet to the face. I’ll try to see if there’s a clarification

I thought they changed it last year so that a player could be ejected for particularly nasty hits, which is why I got confused. I tried looking in the actual rule book but only found the 2018 version. However, the rule changes for 2019 say the rule being changed is 15-1-5, which seems to say a player could be ejected by video. So I guess the new rule is that the officials can use video evidence to decide whether a hit was nasty enough to deserve an ejection. Maybe. It would keep with the theme of this years rule changes: make more things reviewable.

A little disappointed there wasn't something about intentional fouls though because I think we will see more of them in the future. There are coaches out there willing to exploit the rules and to even order their players to commit fouls. If it helps win games then definitely some people will do it.

So, is Frank Clark going to be traded? There is certainly speculation, probably partly because there is not too many other things going on rn.

My best bet is that he will not get traded because the Seahawks will not get a high enough price for such a premium player with a rising production curve. Considering what the Raiders got for Mack, a late 1st round pick should not be enough at all, even considering he is a tagged player:
The Bears gave up first-round picks in 2019 and 2020, a third-round pick in 2020 and a sixth-round pick in 2019 to acquire Mack earlier Saturday. In return, the Bears also received a second-round pick in 2020 and a conditional fifth-round pick in 2020.

re: frank clark trade - dee ford got traded for a second rounder on the franchise tag so i expect something similar. he is no way the talent of mack to warrant multiple first rounders, let alone just one.

For real, the Patriots don't do big contracts - their biggest contract in the past few years was for Stephon Gilmore (5yr/65M, 31M guaranteed, 13M average) which is big but not bank-breaking. He turned out to be a huge asset to the secondary and was extremely pivotal in the Pats' success in the past few years.

Other than that, they dont pay 15+/year for any player, not even Brady. The Patriots know how much power they have when signing players - people dont go to the Pats to earn $$, they go to win, and players can see the benefit of earning less on a salary but having potential endorsements/fame for being a Patriot/SB champ.

You will NEVER see the Pats sign a famous player for big money, because it is putting all of your eggs in one basket. If that player regresses to the mean at all, it is automatically not worth it. They would rather pay 2-3 players of slightly less skill and coach them up to bridge the gap.

Also tonight's draft night BOYS - he hasn't even been drafted and I am already sick of Kyler Murray. At least last year there were 4-6 top QBs to spread love to, now its like 90% Murray, 8% Haskins, 2% Lock, 0.1% Daniel Jones hype.

I would bet that once Brady is gone, the Patriots are gonna have to resort to at least a few big deal contracts. He's basically the example setter for the whole team and his interest in being the best and winning over making a big contract salary is highly unusual all things considered.
