Outside of Liverpool and City none of the English teams have any element of dominance to them. Spurs have done well but dont really have any consistency to them so you can expect this to not happen for them for a long time.
I agree that none of the teams that are where they are have been lucky. Luck is a part of the game so you have to be consistent with it. Although in the case for Real that was somewhat on the absurd end with some of the things that went there way a couple of those years.
That having been said Arsenal and Chelsea are still pretty shit and Chelsea arent going get to better and Arsenal is ... well Arsenal.
If you want to count being the best of the rest as a part of your "dominance claim" thats fine but the teams you are playing in the Europe league have a quarter of the budgets your Arsenals and Chelseas do and this year should be the rule not the exception. And yet it hasnt been.

Everyones been around long enough to see several cycles of different countries having stronger periods. Its yet to be proven for the English this time around.
You have several years of garbage to cover up for before you can start making such claims. But I would be remiss to not acknowledge that England is currently very well placed to be quite strong in Europe the next few years.
