It´s a "relative" simple system: Basicly you gain points for success (surviving rounds, wins, even just for qualifying as you can see that teams gained points this season without playing). This points are accumulated over 5 years and the highest 8 get into the first pot (with the exception that the champion of last season is always #1).
To answer your question Barca and Bayern could basicly skip the entire season and be last in next season and still they would be top 8 because they did so well in the 3 seasons before.
