There were other problems as well, but that was one of them. Putting cart in front of the horse then get good first and make content afterwards

Yeah, but if the main point of the show is learning (as Mondays with Monte was) then you don't get the viewers to get motivated to get better, lol. You should be "better" already. Also, I don't tihnk you'd find that many people who started streaming being bad, got popular and then got good, although I could be wrong on that. I have a feeling that people who get known for playing league badly tend to stay bad.

It was probably more his stream being his motivation to play league frequently, and getting better without playing frequently is unlikely. Sure, but it's really hard to assign causality to that. It's reasonable that a lot of streamers got better. It's pretty shaky, if not plainly outrageous, to say their primary motivation for getting better was for the sake of entertaining their viewers, seeing as their viewership was already watching them regardless of how good they were.

Monte wasn't garbage at League or anything, but he wasn't a top tier player either, which is generally what the public will expect from content of that type. He was good enough to help a very very large % of the playerbase which I think is why he started doing it, but unfortunately clout plays a large part, and in this scenario clout comes in the form of Elo/League+Division standing.
