I disagree, it's not the safest build out there and there aren't many outcomes that gives you a lead after the early game. Like reaper reaper cyclone into whatever from the starport is almost always a better build than this one.

it doesn't give you a lead but if you scout and react accordingly it should let you at least play the game from an even position.

At top level TvT most people go reaper-reaper-hellion instead of cyclone, in which case the build is absolutely fine, you may not take a lead but you won't fall far behind if your defense is good. On Whirlwind TY would have been fine if he didn't lose a full health hellion to 2 red HP reapers.

If you watched Byun vs TY Game 4 carefully, you'll notice that TY uses a different build to what Byun successfully did in Game 3. Byun's cheese in Game 3 involved not upgrading to the OC. TY's decision to upgrade to OC meant that his push was much slower, demonstrating his decision was just a spur of a moment thing to give Byun a taste of his own medicine. This meant that TY was tilted.
If you watched the Player Cam in Game 4, you can see Byun had a trollface when he successfully scouted the proxy and was laughing all the way to victory.
