The people who say he is inconsistent/weak mentaly are lazy analysts that just use buzzwords.
He is bad at performing against the very best foreigners because his overall playstyle is a "gimmick". He goes all in on being able to outmutltiask opponent. He did that in early 2011 and he still does it five years later.
That only works against players that are worse than him, but it also implies that he cannot perform against those who can match his multitasking. The series against Snute is a great example of that.
