Major's biggest weakness (at least historically) has been a bad mouse precision. He is always someone I perceived as a very unclean player. If you watch some of his games from 2011 he would just make diamond-level misclicks while attempting to split. His mouse precision has definitely improved a lot though, but there are still alot more precise foreign terran players.
With regards to Neeb, I am not sure he is there from a build order/strategic perspective, but he is one of the cleanest foreigners in terms of mechanics.
