Why? He has a visa and therefore permission to play in WCS NA. As long as he didn't do anything explicitly against the rules without consulting Blizz/ESL he wouldn't need an extra rule. <.< | ||

The Handbook says that while you are required to be in your ocuntry of residence during every step of the tournament, you can derogate to that rule if you notify Blizz and they agree. Which I think happened here. | ||
