Depending on regions. If you have FIOS and live in an area where not many people use it then yah it's very fast. Some regions are still dealing with aDSL.

He probably has FIOS and not Verizon DSL. When I had Verizon DSL my speeds were more like what you're getting.

Download and upload caps are less common in the US than Canada, I've personally never seen a provider that capped data.
