On another note why did Soulkey throw by going ultras when he seemed to make things even by killing Effort's 4th and 3rd?
SK went for an early roach push that cost him a lot of gaz, then effort was always ahead in army and a upgrades (not massivly ahead but still)
Then the harass was good but he lost a lot of army do achieve it, dunno what woud have happened if he had made roach instead of ultras, he may just have had not enough roach to win a straight up fight.
Moreover the harrass was also meant to free food to make ultras so it was part of his switch strategy...

If you're talking about WoL, Terran won in TvP with mech more often than lost. I found every single game and wrote the score down. The point is not popularity or if it's better than bio or not. If it can win, then that's what I consider to be viable. everything can win. 11/11/11 rax in the base of your enemy can win. And your TvP Wol stats are most likley based on the fact that people were just: "what the fuck... mech?" and then they died. It's viable as a standard (pro) strat when you can reliably win with it on highest level consistently against a practiced opponent.
If you say that, then the only thing that can be concluded is that there was no definitive answer whether it was viable or not. If you use that explanation for why it may have won in the past, then you could also use the explanation that people just haven't learned mech well enough yet. Which is definitely possible as not only happened in the TvT and TvZ incidents but with any style that emerges in any match-up.
Of course, we'll all have our own personal perspectives of why things are as they are, and I guess our definitions of viable are a bit different, so I'll agree to disagree. I don't think a strategy with a really low chance of winning counts as viable, but anything close to 50%, just to clarify. Or if a pro like Bbyong uses it a few times in a short time span and thus believes to some extent it has a good enough chance of winning.
