yes. It's like donations. Each balloons is something 7 cents or something like that and you get to keep 70% or so, rest goes to afreeca. He's been making a lot of bank on afreeca since he's come back. I'm sure if you ask in the Bisu is streaming BW thread in the BW section, someone will give you the numbers

It doesn't matter where mine is placed. If you have your stalkers selected and pay attention you can force WM to shoot and blink before it hits. And blink cooldown is much smaller than WM cooldown so you have an useless unit at that point.
