Nope. Scans miss, scvs die to stalkers patrolling outside the base.

Yeah, there is more ways to scout than that. Helions, Banshees, and blind scans. Problem with Hellions is that, if your opponent went for any kind of agression, you lost the game. Banshee can be a good idea, especially with cloak, because you can even the game if your opponent didn't went for an all-in. Blind scans are just bad 7 minutes into the game. Stop talking about them.
